According to reports, the BCCI has notified the international cricket organization that the Indian government has refused to grant them permission to travel to Pakistan for the major event.

India has not yet confirmed its participation, thus the exact timetable is still up in the air. Pakistan is scheduled to host the eight-nation tournament in three cities, Lahore, Rawalpindi, and Karachi, from February 19 to March 9 of next year.
